What do i use to fasten the rear bumper fillers i dont have the hardware?

the side of the fillers connect on the edge of the rear fenders with a metal plate on each side. the middle goes on the license plate holder. i'm wondering on how to get the middle part to go together with aftermarket fillers and what is the best way to cut them. they overlap now.
