New rebuilt 70M turbo

I just received this today from Precision and I have decided to go to a smaller turbo since I do not have the correct size converter and my car is basically a street car. The Precision invoice shows: Brand new P-Trim .63 A/R turbine housing, 360 degree dynamic Seal Big Shaft, T04S Bearing Housing. I was told this is a Limit Engineering 70m turbo with maximum horsepower of almost 800 at the crank. It has an E cover, however the inlet is 3.5 inches which is very nice when using a 3.5 inch MAF pipe. It comes with 3 new studs for turbine housing and oil drain gasket just like I received it from Precision. My asking price is $825 shipped. OK. 98 views and nothing. This is basically a brand new turbo capable of high 9 seconds. Any reasonable offers?
 
are you shure its a 70

It was advertised as a 70m when I purchased the car last year. It appears to measure 70 mm. Precision told me it was not a Precision turbo but a Limit Engineering. Does it seem odd a turbo this big with an E cover?
