I probed the plug that plugs into the side of the transmission and I don't have power to the blue wire which normally would be hot when the key is on. Can any of you make suggestions where I might look to figure out what the problem is? TIA
 
Checking it now. It appears that the purple wire which is live with the key on, 12 volts, is reversed with the blue wire position as per the diagrams provided. Don't know why as this was a hybrid project in which I purchased the engine harness. I'm going to reverse the wires to see if that corrects the no lockup.
 
I'm starting to think the solenoid is not functioning at all. Reversing wire positions just made the ecm fuse blow, so checking inside the pan and possibly replacing the lock-up solenoid is my next step toward finding source of the problem.

im having the same problem no lock-up,transmission shops all say i need a re-build,but first through third shifts very crisp and hard, then fourth no lock-up. i cant get any honest shops to fix the solenoid only... times are tough and they just lie to me and say rebuild

The solenoid is a piece of cake to fix, and for about $20.00 the price of the part you can do it your self. Did you check your brake pedal? while driving in 4th. gear, pull up on it see if you get lock up, might be the switch on the brake pedal that needs adjusting.
