Non #'s Matching Car Value

GN in perfect condition with 40,000 miles. My question is how much less is it worth without the original motor. My buddy had a bad experience with a rebuild and ended up having to change the engine. He is going to court and needs to asses a dollar amount to the car not having the #'s matching. A range or ballpark or a guess is fine, I know it's not an exact science.
 
A good rule of thumb for "collector cars" IE: GTO's that I buy/sell/own/trade is that a non matching motor, but correct looking will be worth about 20% less. A correct block but not matching would be 10% less. If the block is correct and date coded correct but not numbers mathing it would be 5% less.
This is just my little scale I use. The more correct, the more value. Hope this makes sense.:)
