Under WOT blasts, the car isn't switching into Open-Loop... it is staying in Closed Loop.

At what TPS Voltage/Load does the ECM register the need for "Power Enrichment"?

Why would this not be happening?

WOT is a special state.
While O/L it isn't a normal state of O/L.

Most cals go to PE between 1.2 and 2.4v TPS.
Assuming the other parameters have been meet, ie min Gm/sec cold/warn start timer, etc
 
Try this, key on engine off, hold the throttle down to the floor like it is flooded, does the engine start. If it does, let off the gas, don't just hold it there at full throttle. You should also determine if the TPS can produce in excess of 3.75v, and if the reference voltage is near 5v. Maybe the sensor cannot produce over 3.75v and is sustituting some other sensor results. I would use a scanner to monitor TPS voltage (everything hooked up) with key on engine off, and then verify with a volt meter (should use a volt meter with 10megaohm impedance). Any codes stored?

You are probably looking for the open loop flag in DS, right? Not going to happen.

There are chips that run open loop idle, there are some that run open loop all the time.

But just going to power enrichment does not mean open loop.
Ignoring the input from the O2 sensor (because of power enrichment) does not mean open loop.

Under normal circumstances, open loop is controlled by coolant temps, and a timer, etc.

Thanks. This makes sense.

I am going to go and kick my brother in the... err... never mind.

Yeah, she gets 4.5ish volts on my TL.
