Odd noise when I kill the motor

Tried a few times with the belt off. Sound is still there. This is so frustrating. Could the rjc boost controller make noise? Air leak in the actuator?

It sounds a little like the fuel pump shutting down.

Went out this morning and tried a few things. Drive belt off, down-pipe on, no exhaust I still get the noise. I took off the wastegate actuator arm and the sound does not happen. Put it back on, I get the sound. WTF....

Its a TH DP and the puck seems normal. It only does it when the car is cold (after starting it 5-6 times it will stop till it is completely cold again)
