oil filter bypass question

can someone described exactly what to do to block an oil filter bypass valve.
here is what I believe ..correct me if I'm wrong
remove the metal/ rubber spring loaded bypass plug in the oil filter adapter right by the threads that hold the oil cooler adapter on
tap that hole for a pipe plug
plug it with pipe plug and some sort of epoxy or locktite?

yes thread it and locktite and it will be fine.

OLD Red Armstong trick!! A dime fits it perfect. Some J-B weld and DONE!!
I know !!! What away to do something !!! Well mines been threw 2 motors and 40,000 miles. STILL there and works just fine.
