Orange constant power wire is dead

My interior/truck/hood lights stopped working so I hooked up a test light to try to figure out the problem. After checking all the fuses and seeing they were good under the dash I checked the orange constant power wire and I get nothing from it. What do I have to do to get power back in the wire.
 
There is a fuseable link in that wire aswell . So u might ether have to replace the wire or rig another orange constant power up to that pin of the ecm
 
Orange MEM feed wire starts at the positive battery lug. If battery acid leaches into the connection, it will fail - I have seen this happen many times. There's a fuse link, but it is there to protect for a dead short to the orange wire. The junction between the link and the battery feed is molded and pretty much sealed, so shouldn't be a problem there.

Check for voltage at D16 on the larger of the two ECM connectors and also, look for corrosion there.

The one end I have the test light in has power the other end does not. Also not sure where D16 is.
