original paint. clear coat or no?

Checkn out a t type. Said it was the original paint but the clear coat was peeling. Thought the turbo buicks did not have a clear coat.

Turbo buicks had laquer no clear coat.

It's not totally unheard of for someone to have cleared over a original paint car.
