over boosting

i just picked up a grand national powered olds cutlass, and im having a problem getting boost to streetable level say 13-15lbs. i have manual boost controller turned all the way negitive and the screw on wastegate is back all the way out.... percision 70mm turbo with deltagate wastegate #10101. im wondering if gate is bad and if i should just get a tial. heard there pretty top notch. i hate to go spend the money on a new gate if thats not going to fix problem. let me know what u think.

Those old deltagates stick closed. Ask me how I know.

Get a Tial and be done with it. In the short term take the deltagate apart and lube the shaft with something to free it up.
