i will be installing a good used trunk lid and the paint is completly faded but i wanted to know should i just put black primer on it or remove the paint. And i want to put some type of coating on it that wont absorb water i wont be painting car for a while.

If you are not painting for some time, leave it like it is.
Most primer won't be waterproof, so if you strip it, and prime, you'll likely find rust under the primer, later on.
if you just want to "hide " the fade, dewax it, scuff it, and use some cheap paint.
Given the loss of the original paint, you will have to strip it anyway..
