Painting 87 GN rims

I did a search to see if there was any step-by-step directions on the best way to paint the black inner portion of an 87 grand national wheel and what paint to use? Anyone done this with any high qulity paints that won't flake off?

Ideally I would rather send all four off for a redo and have black portion powder coated and rears widened one inch if anyone can do all that

Other wise I may just paint and put ET streets out back
