I want to retouch some of the areas under the hood while the motor is out, specifically the radiator mount and surrounding areas. Also, under the antifreeze area, the paint is worn off.

I definitely need to primer that area, but should I primer the other areas too or just reshoot color over them? (After cleaning and possible a light wet-sanding to rough it)

This is on an 1989 TTA ....I know my GN has plastic inner fenders vs. the metal ones on the f-body, but I'll be doing the same to that when the motor comes out.

Just clean it well with detergent or degreaser. Don't wetsand it. It'll just make more mess to clean up. Scuff it with some red scotchbrite for paint adhesion, wipe it down and tack it and paint.
