When is it appropriate (if ever) to use a Lambs Wool pad instead of a foam pad, for polishing & waxing ?

This is assuming a lower-speed, Dual Action polisher, not one of those high-speed rotary 7"/9" polishers.
 
Wool would be used to take out scratches that are too big of a job for foam.
I would not use it on them on the double header at all. Not real fond of that style polisher. Its nice for applicating wax real fast but thats about it.

I agree, wool is for cutting and heavy polishing with a non-orbital polisher.

An orbital polisher is great for waxing on clean glossy paint paint. You might also try using a soft cotton terry-cloth pad on an orbital.
