My car has been popping at bost levels above 17 psi. It's worse above 20. I've been chasing this problem for a few months. Did all the ignition related things. Today I went to adjust the boost up to test. No matter what I did,I couldn't make more than 20 lbs. I then pulled the hose to the wastegate actuator and plugged it. When I took the car for a drive,I put the pedal to the floor and only made 20lbs. of boost. There are no exhaust leaks before the turbo.
 
I know thier not the same car, but I had the exact same problem with my SRT4.. Turns out i had some vaccume lines crossed and/or backwards, and once i re-did the vaccume set up, I achieved more boost.. You may also want to check for vaccume leaks, as anything over 20lbs of boost may just be blowing out a tiny hole, and thats all the line can hold..

often a bad coil pack or spark module. are you seeing detonation??? what heat range and gap are the plugs. may want to tighten up the gap a bit.
 
As I said in my post,I've done all the typical ignition and wiring checks. The temp and humidity are way up in Michigan now,and it seems to pop less. The most important clue is what happens when I pull off the hose to the wastegate actuator and plug it. When I drive the car like this and push the gas to the floor,I can only make 20 lbs. of boost. At this 20 lbs. of boost the car makes more power than it ever has,thanks to the fresh rebuild including ported iron heads and ported intake. It easily hases my ET STREETS in secound gear.
 
I don't understand your problem. Now you say car feels strong at 20 PSI. What?

Have you ever been able to go over 20PSI?
Do you use a scan tool?

I never said the car didn't make good power. I only said it pops over 17 lbs. I've noticed in this recent heat wave that it is a milder pop. At W.O.T.,with no pressure going to my actuator,it should easily peg my 30 lbs. boost guage. It just barely hits 20 lbs.,and the boost rises slower than it should. I think this is a big clue. It seems to me that this means either a bad turbo or cam. It seems to run to smooth and strong to be the cam. When I take the mas air pipe of and spin the compressor blades it seems to spin to freely to be a bad turbo. I don't know what to think. I was hoping to find someone who's had a similar problem.
