will have to be sent back t/a for repair.the old terry houston ss 3"DP did the same thing easy fix.

Not a TA, but I fixed 1 by grinding off the lever arm weld, taking the puck/shaft out, honing the sleeve, rewelding it.
B4 I did that, we checked puck alignment, and port coverage. Ported the hsg, and shimmed the puck to center over the hole. [Used a ss/AN washer for the shim.] Worked for me.

How to fix

I have a ss TH 3" downpipe puck was stuck in one position. Thought it might have been bent. Find out because the pipe had been setting up for some time that carbon had caused it to stick. I could not move it with a wrench. End up using lubricants to free it up, now it works fine. Hope that helps.

pull off the dp and lube the shaft it rides on with a penetrating oil,. it should free it up. Then when car sits for a long time take wastegate off to relieve the pressure. It usually helps.
