RADIATOR FANS TRIGGER @IDLE BUT NOT WITH DRIVING??

1987 regal turbo with dual spal fans, caspers wiring harness runing xfi 2.0 (version 2.015). Took a (very) short drive
an engine temp rose to 200 by the time I returned to garage. Symptom is odd. From a cold start @ idle fans work
fine (fan on 170 fan off 160). Cycled through on/off fans a number of times. When I drive around the block I do not
have a normal on/off cycle. Followed vortex check-down. Removed the dr fender and caspers fan relays, which checked fine.
Cleaned terminals and added dielectric to contacts. Still have normal fan operation while idling, but around the block engine
temp rises above the fan on temp. At idle I can adjust fan off temp (operational parameters, XFI). Runninf fans turn off when
fan off temp is increased above existing temp.

Have not yet traced this down. Since fans work, but not as intended, I believe somewhere an incorrect voltage exists that prevents
correct fan function.

Any suggestions would be helpful.

The software may have a vehicle speed setting to turn off the fans above a MPH threshold.
