air temp sensor is flashing hot.even does this when car is cold.could this agffect the way the car performs?

Depends on the chip whether it uses the ATS for adjustments.

Truly... fix/replace the sensor/wiring. Its the sensor by the airfilter. Either its unplugged or missing.
