Seqential Tailights??

Can someone explain to me what these are?
They are selling them on ebay auction# 1823374155

they were used on old (68ish) cougars and I think t-birds as well. It was for the turn signals, they lit up one at a time from the inside bulb to the outside bulb until they were all on, then would start over... Kind of a neat hokey thing.

Its to my understanding that they really didn't work that well (on the cougars). The relays keep failing. But they do look cool when they work right.
