setting boost with Tuner style setup??

ok guys heres the question. i have the wastegate hooked up tuner style on my car. a vaccumm line form the compressor housing to the wastegate actautor. i have a new ported elbow with the bigger puck as well. here is the prob i adjusted the boost with the WG rod to get to 20psi. i get about 16-17 until the top of third where it goes to 20psi wehre i wnat it. what is wrong here sometimes it will shoot up to 18 or so in the first 2 gears but it wont stay a steady 20psi. what is wrong here? i want 20 psi in all gears.

Is the puck covering the hole properly?

You said you had a larger puck, but you didn't mention wether or not the hole had been enlarged. Sounds like you're suffering from boost creep.

Sounds like it's bleeding off boost to me...like Steve said, you might want to pull your dp off to see if the puck is completely covering the hole

Maybe I missed something. He said he sees 16-17 initially in 3rd then by the time he gets to the top of 3rd it's up to 20. That's not boost bleed off, that's boost creep.
