Following the instructions on gnttype, I was able to set the TPS idle reading between .40 and .46. However the highest WOT reading that I could get was 4.15 - which is below the recommended 4.55-4.85 range. And yes the floor mat was removed from under the gas pedal. Do I need a new TPS or is there some other adjustment that needs to be made?
 
Loosen the screws and push the TPS to the front, then you'll have to reset it again.
 
Ditto to the above post. When pushed all the way forward you can set the it to .40 or .42 then you should be able to reach the 4.60 or higher reading your looking for. My guess is that you have it pushed all the way back currently.
 
Do a search on 'power enrichment mode' and read what you find.

I believe some real expert people have posted that the computer goes into power enrichment mode somewhere around 3.8v....4.15 is OK. :)

I may hold a minority opinion on this however ;)

I agree with that, the only other thing would be the chip. Like if the chip needed to see 4.3.

no need to pull forward just leave it where it is and tighten bottom screw up and leave the top loose and tap up or down to adjust and then when idle is set then tighten up top and loosen bottom and tap up or down to adjust and tighten when desired setting is found, then go back and adjust iac screw because it will change i got .44 at idle and 4.87 at wot with floor mat in. why adjust with it out because you dont race without it
 
My car did the same thing. My problem turned out to be that the transmission TV cable would not ratchet itself out like it was supposed to, so it was holding the throttle blade from going full WOT. Unhook the TV cable and see what happens. The only way I could get TPS full 4.6 volts was by mashing the gas pedal REALLY hard, which was actually stretching the tv cable until it went WOT.

As others have said, it may not make a difference in how it runs.
