Setting up custom headlights in my hybrid, What am I missing? (wiring)

So with my lights setup like this diagram. Low beam works great and is bright. When I switch to high beam All the lights come on but they are dim. The way I have it wired the high (top lights) should come on brightly and the bottom shouldn't come on at all. Some how I'm back feeding to all 4 lights. Do I need a diode in this somewhere to prevent this?

Oh and the light housings are isolated (not grounded).

Don't use the headlights as an indicator, use a test light to see which wire's hot. It almost sounds like you've got a bad ground but until you get a test light or power probe on it you won't know for sure if that's the case. Remember that a test light can be hooked to power to check for a bad ground as well.;)
 
Yea I tore it all down and had 2 pins swapped on the weather pack. It's a worker now.
