shift timing ?

i just installed a spare tranny i had that was non lockup, the cable is adjusted properly,and the shift firmness is perfect, but it shifts at 4000 rpm when wot. i cannot move the cable anymore,how can i adjust teh shift points to be later? do i need a different govenor spring? or do i need to change something in the tv circuit?

Do you know for sure that the transmission has the proper TR valve body and governor in it?

positive, i had the trans apart a few months ago, i did install a 9" nonlockup convertor, which with the stall speed it has around 25 light throttle the shifts come in to fast, would installing a tougher spring in the tv valve (primary one) help this problem?
