Shifting to early,what should i modify?

Tranny shifts good & firm,just to rearly at WOT(4500 rpm) i want it to shift at 5500 RPM,TV is adjusted as tight as it can go inorder to still have wide open throttle,should i adjust the springs in the Governor? Thanks for input

install a heavier tv limit spring and/or remove weight off the secondary side of the governor.
