Buddy of mine had his 200 fresh up but now it shift late, what i mean by late is it goes into 3rd at 45mph 4that 65and Now mind you hes about a qt low on fluid because he got done installing it late. Would the fluid caus this or would it be in the tv cable

Don't be driving it low on fluid. This can stave it and with out fluid you loose clamping force and the result of smoked clutches and band. I run mine a quart over full to make sure it doesn't "suck air".
Get it full, break it in, make sure the tv is adjusted properly and then you can make the judgment on whether it is shifting properly.
