I believe its used, but it doesnt appear used. Other than a little oxidation from age, it looks new. It has a timing cover gasket glued to it.

Dang, if I didn't already have a few I'd pick this front cover up too Mike... It is super nice! I love the block off and hold down too. Very nice. Makes me want a waterjet.

You can always use a few more. I bought a belt drive so this and my distributor need to go so I can buy a belt driven distributor.
