That's Julio's. That's at the base of the "TV remove controller" portion of his electronics that's normally mounted out-of-sight. Yep that looks about right -- Turn-on around 9:15-9:30 and Initial around 11:45.
Turn-On is the point at what MAP voltage the pump begins to prime, where turned all the way down is 0psi of boost (I believe he sets it to around 6psi or so). Initial is the starting DC voltage the pump receives at the turn-on point. The idea is it's supposed to trickle on subtely and steadily then ramp up as load increases. The red turn-on LED will barely flicker to life and steadily get brighter until the pump's head pressure is 30psi -- At that point you'll see it come on bright green which is normally around 10psi of boost with his factory settings.
