Strange idle problem

I have noticed something weird for a while, but just now decided to ask what the problem could be.

I was just putting fuel stabilizer in the tank since the cars basically parked for the winter. While letting it idle for a while, then moving around to slosh up the tank a little, I was playing with the throttle trying to figure out whats going on.

If it's idling normally at about 900 rpm, and give it throttle to anywhere around 1500 or above, and hold it, it seems fine. I'll let off the gas and it will drop down and find its idle point again. BUT.. if I bring the rpm up to around 1200 or so for example, and hold it there, after about a second, I can hear this strange beep-like whistling noise, and the idle drops to about 1000 rpm... without moving my foot at all. I just keep holding it right where I had it to bring it up to 1200 or so rpm.

Then once I let off the gas again, it drops really low and almost stumbles, then after a second brings the rpm back up to around 900 again. With the thrasher in there, it wont stall. Now if I had the stock chip in there, as crappy as it ran, I have reason to believe it would probably stumble and stall. That's just a guess, never actually happened, but came close.

Could this be my IAC motor going bad? Or something related? The beep / whistle sound is what puzzles me, and thats why I thought it could be the motor. And it can only be heard at those rpms just above idle. Any higher then that and its fine. Also, could my worn-to-hell cam sensor have anything to do with it?

I need any ideas I can get. I need to make sure this thing runs good, is tuned good, and is reliable by spring. I plan to take it on a road trip to Florida. Friend I got it from said its been nothing but reliable, and thats all he ever did with it was take it on long highway trips, with the original motor, AND the new one in it now. What could this noise and RPM drop be?
