T.V. Cable problems.

I just installed a freshly built transmission in my 84 T-Type but I cant get the T.V. cable to adjust properly. I have read over the instuctions on GNTTYPE.org several times thinking that I'm just missing something. I pushed the adjustment tab and pulled the cable housing back but it doesn't "ratchet foward" when I step on the throttle. Do I just need a new cable or what? Any help would be appreciated.
