Seems like it's trying to stay locked like normal (45+ mph) but the tach is going up 300, down 300, up, down, etc, about 1x/second. Modified D5...bad solenoid?
 
If it is at around 45 it may just be bouncing back and forth due to the ecm trying to find a point of reference. If it is happening at 45 all the way up, my first thought would be a bad TCC solenoid.
 
Just for kicks, check your TPS to make sure the voltage change is smooth from idle to WOT. I had a bad TPS cause the symptom you desribed on one of my Monte Carlo's.
 
It's not just at 45, it's from there up...I'll look at the TPS voltage isn't jumpy first, then since I'm not sure exactly when it started, I'll change back to my old chip to make sure it's not a new chip thing. Thanks for the ideas!

The brake switch. If it is on the edge of coming on , vibbration will cause this. Hell, it is worth a look. I have seen someone hang their foot on the back of the brake pedal getting out of the car knocking the tcc/cruise control brake switch out. This sounds alot like that incident. At the very least, ck it.

I'll take a look at the brake switch...I've been messing under there rewiring some gages and stuff. Thanks for the reminder!
