Te-60 ???

What type of performance gain could be expected if I change the exaust wheel to a 62-63 on my te-60 and how much would I expect to pay for the upgrade??

Cost ??? best guess around $450. A rebuild/teardown is approx $350 + the cost of the wheel upgrade.

You may require more stall with a 62 vs the 60. You can't go any larger than that without going to a big shaft turbo.

Have you maxed out the 60 yet ? Should be mid-low 11's before you worry about upgrading.
