Well, I need some guidance,

I picked up a used TE-62 that has a fresh rebuild on it. My question is that it currently has a actuator on it for a stock/or TH style down pipe, but I have a external waste gate set-up and need to remove the actuator. The question is where do I get a retaining plate(that will take the place of the actuator) for the two bolts that currently hold the actuator on the turbo? And any idea what the torque value is on these two bolts?

Any of those guys can get you a plate and advise of the torque. Torque has to be very low...just barely past "snug"...capscrew goes into aluminum and there are very few threads of engagement...go gently here!!

Please pass along what torque spec they advise.

If you can't located the correct backing plate clamp, or don't want to wait, you can simply go to the hardware store and pickup a few different size OD washers and use them to serve the same function. Have done that many times in the past in a pinch. And I've always just tightened mine hand tight in a criss cross pattern whenever I tighten compressor cover bolts.
