I guess the next thing that needs to be established is the lowest sequence number WE4. We all should know that WE4 production started somewhere during the month of November in 86 assuming they stopped offering the Black cars with the W02 blackout option when the Bulletin was issued in 11/86. I'll dig through my files and see if I can come up with some 11/86 built Regal sequence numbers to see how close 425442 comes to that date.

There is one in the back of the shop with Chrome bumpers. A few We-4's back there too.
