Not to be funny, but you can put a hose on it and suck to see if it moves. If you don't suck, a vacuum pump works too
 
It's the opposite. Use air from a compressor. Only take a few psi. If it moves the diafram is good. Too much air and poof........Now I am not sure how to determine if the spring has gotten weak.
 
You can do it easily with regulated shop air with a regulator capable of 0-20 or 0-30 psi. low pressure.

A stock type actuator will START to move at about 9psi. of air pressure.

A HD actuator will START to move at about 12-14 psi. of air pressure depending upon type and spring.

Full extension is about an 3/4 inch or so at higher pressures.
