Does the pin go on the shaft between the head towards the outside of the VB and the double ring near the center of the valve?

Ignore the periods, they are for spacing only.
Where the p's are the coil pin, the equals sign is the shaft, and the [] represent the larger parts of the valve.
 
TV valve pin

In my ATSG manual Revised edition page 62, it says to install small end of TV valve first,
then install inner roll pin BETWEEN the lands of the valve, then the TV plunger spring, then the TV plunger/bushing assembly.
Install the bushing retaining pin into the slot in the side of the bushing from the rough cast side of the valve body ( the bottom as installed in the car). The bushing will stick out slightly from the edge of the valve body. Valve plunger must push in to flush with
face of bushing and return to fully extended position without binding. :)
 
Man, I thought I did pretty good with the diagram and all ;)

I believe Nordbert, answered it for me but I will try to provide a better discription.

When looking at the Throttle Valve from how it is located in the VB from the outter edge towards the part that faces the inside of the VB:
-There is first a "land" .190" wide and .522" in diameter.
-Then a groove about .520" long ans .215" in diameter - this part of the valve has two small land rings .255" in diameter about .045" apart
(I believe the pin is over this area of the valve)
-Now there is the double ring part. Two lands .515" in diameter, .095" apart from eachother. The groove between these two land is .353" in diameter.
-Last - another small groove and a land.313" in diameter, and about .450" long - there is a .200" hole in this end for a spring.
