TPS adjustment at 100%

I was checking my TPS through my scanner. Closed throttle .42v and wide open I only get 3.95v. So I tried a spare TPS with exactly the same results. How come I cannot get 4.2-4.5v at Wide open throttle?

Since you saw the same voltage with both sensors, you may have a throttle cable or floor mat/carpet problem. In any case here's the procedure I use: http://www.vortexbuicks-etc.com/basics.htm#Throttle Position Sensor Adjustment
