TPS low voltage? Help

My car has been surging the past couple of months in overdrive. I replaced the Coilpack, module, plugs, TPS, Mass Air Flow Sensor and Fuel pump. Still nothing helps. I ran TurboLink today and it shows a code 22 Low TPS Voltage. I adjusted the TPS to be a .44 at idle and it still shows a code. Need help, please.

Unplug the orange wire by the battery for a few seconds and plug it back in to reset the ECM. That will reset the code. Then see if the code comes back. If it comes back double check the wiring and/or replace the TPS sensor to see if that helps.
