TPS voltage too low?

I noticed that when I am at WOT the TPS voltage is around 4.15 volts as read from the scanmaster. If I move my foot around I can sometimes get it to go a bit higher but not much. Should I be concerned? I know people on the board say that 75% of the 5v reference is sufficient but wouldnt this also affect part throttle operation due to the fact that the TPS voltage is linear, meaning at say 15% throttle opening it may read 1 volt but the car may be flowing more air than the 1 volt signal can send fuel for? Its just a theory but in my mind I think it would affect part throttle performance.
 
A low TPS reading may indicate you're not getting the throttle valve/plate ALL THE WAY open from inside the car.
