I've been thinking about having my tranny rebuilt again. I'm not sure what is causing the problem or if a rebuild is necessary. It slips from 1st to 2nd only when the boost is above 20psi on the drag strip. Can a converter cause this issue? The other problem is it periodically hold the shifts and slams the gears at part throttle on the street. Usually after sitting for several days and always cold. The strange thing is while normal driving on the street it works as it should. I've attached a video so you guys can see how its slipping. My video is kinda shacky but if you listen you can hear it slip 1st to 2nd. Just copy and paste the link below.

Need more info what was done to the tranny in the car the last time it was rebuilt, what converter are you running.
 
It has a re-stalled D5 torque converter. The trans has the following modifications:
Billet Forward Drum
Treated Input Shaft
EA Billet 2nd Gear Servo
8 Clutch Direct
5 Clutch Forward
Metallic Hi Energy Clutches
Dual Feed 3rd Clutch
400 Reverse Boost Valve
BR Servo
HO Low Roller Clutch
New OD Roller Clutch
Governor Calibrated for approx 5000 RPM shifts
10 Vane pump Rotor and Slide assembly
It probably has some other mods as well but I'm not too sure of the exact specs.

It sounds like there might be some contamination in the fluid. The valves have thousenths, or tenth of thousenths clearance and it doesn't take more than a few pieces to stick them. That can cause shift valves or pressure valves to jam. You should take it back to whoever did it last if it was recently done. There is a flusher we use called a "Hotflush" (it's on our websitehttp: //www.westshoretrans.com/ ) and it heats the fluid up so the pieces of clutch or whathaveyou stuck in there can be flushed out. The hot fluid opens up the holes in the heat exchanger so pieces that got trapped in there when the trans would stay in there when it cools down. If you try to flush a cold trans cooler it could just jam things up tighter too.

What I`m getting at is it might just be valve body and cooler work that is needed right now-unless you already burned second gear out. If you don`t know of any good shops look at our website under affiliates and go to ATRA and you should find an ATRA shop in your area under `click on the map to find a shop near you``. At least then you can have warranty coverage anywhere you go, not that there aren`t other shops that do that but the ATRA and ATSG shops aren`t ``Franchises`` and are usually ran by Technicians themselves.

Yes stock pan and stock style filter. I am running type F trans fluid that is bright red in color.

You have likely sucked air and burned the band and drum. It may not show in the fluid. The stock filter is inadequate with any traction. The only way you might be ok with a stock pan is with an oil deflector to prevent slosh. You are better off going to a deeper pan and a rear bottom feed filter setup. You have a lot of good parts in the trans but the stock filter is a no go for performance. As for the other problem id need to know more about the trans. What code is the vb? What governor?
 
Usually you'll see a cavitation problem in your 60' but you do have a quick car. He's right about getting a better pan and pickup for sure a stock setup is not up to the task. But cold problems usually are caused by stuck valves, which could be due to stuff from second being burnt out too. Get it checked out ASAP before it gets worse.
