Transmission trouble??

I'm looking at buying a 87 GN, the seller told me he just put a new trans in the car from TCI and it drives fine but the car doesn't down shift when you go to stop. You can manually down shift the car but it won't do it on it's own. Could this be a trans problem or just a simple adjustment? Thanks.

If it up shifts on its own and it doesn't start off in first from a complete stop,not a manual valve body, then it's a tranny problem.

The seller said it will start off in first gear and upshift on it's own and when you come to a complete stop it will start off in first gear again. When you speed up to say 50mph and it kicks into overdrive and then lets say you slow down to 20mph it will still be in overdrive until you hit the gas like you were trying to pass someone and then it will downshift. He doesn't remember ordering a manual valvebody but he might have. Does this sound like a manual shift valvebody? The trans only has about a 1000 miles on it but it's been sitting for about a year. Thanks for any help.
