Do TurboTweak 5.7 chips have the EGR programming removed?

Correct, there is no EGR operation.

how much does this effect the Miles per gallon, can it be activated, on a new chip?

I could not measure a difference in mpg with the EGR off. It cannot be re-enabled in my chips.
