Tuning for 91

I am looking to buy a TTA, but am not sure if it has the potential to be be what I want it to. I want to run say a mid to low 11's with 91 octane, crappy ARCO gas even, for a car that would be daily driven. I like to run on the street what I can run at the track so race gas is out of the question, and everyone that seems to run 11's on a stock motor uses alky. I want to be able to run what ocatane I have in CA and am curious if all I need is a fat turbo with injetors to match and making sure that I can flow the air in and out, and if the stock computer is tuneable to do so? and would I be able to simply switch the tune to pass smog for CA, or would I not even be boosting during the test? I am new to turbo buicks so all info would help. thanks
