OK I have read and read and now I am asking before I break something.
I have a fresh build. Finally. I am definitely still in a learning phase when it comes to tuning this thing. Please tell me if I am on the right track. I see all the info out there on the posts and on gnttype about what numbers I should be looking for. Now I am trying to get a logical sequence. All I have for now is a scan tool to tune with.
Engine broke in fine. Now I start off with the TPS and IAC. I think I have them nailed down. TPS low side is .39 top side is 4.65
IAC at idle is staying between 22 and 25. I have a chip burned by Conleys for 93oct. BLM at idle is 128.(I haven't completely grasped what this does yet but I understand it is within the range).
I had a problem with overboost at first,about 22 no matter what I did to the length of the rod. I disconnected the wastegate selonoid and plugged it off and now have it at about 16 till I get this tuning thing down. It was a brand new solenoid too.
Now I am thinking O2's mvs. At WOT I was at .89mv. I turned down the fuel pressure to about 36 line off and still my O2's are at .89 I was running 43 line off pressure before I turned it down a little bit. Shouldn't this have resulted in a lowering of my O2's at WOT? Am I approaching this in a logical sequence? What is next?

It sounds it could be two things:
Your turbo may have a high boost actuator. If so, replace it with a stock actuator. With a Cat in place, there is no way you would be able to run the boost levels a high boost actuator is capable of running (leaded gas requirement).

A stock actuator can be made adjustable in the range of 13 psi to about 23 psi, while a high boost actuator starts at 16 psi and goes up.

Or, if the actuator is still the stock one, the other thing it can be is the orifice in the plastic "Y". The original stock orifice was .050" but in the last few years GM has made orifices that were too small, in the .030 range making for a possible overboost with the stock setup.

If you remove the "y" (just running a hose from the turbo to the actuator) and your boost goes to 12-13 psi, its the "Y". If the max boost stay the same (16 psi), its the actuator.
 
Talk to the chip burner about your high O2's and what FP they recommend for that chip. Its possible they burned the chip for the wrong size injector. Also did you replace your O2 sensor with the rebuild? a bad one will give high readings
 
I have a kirbans heated O2. I turned down my fp a little more to 34 and still no drop in WOT O2. Stays at about.89mv.
As for the actuator. It came with the turbo that I bought from Precision. I did call Conleys and Lawrence said that If I lower the fp about 2 psi it should drop the O2's but to no avail. I did confirm that the chip was for 009's.
I am leaning towards getting another chip from the people that have been suggested in the "chip for 009 thread"
