turbine wheel hitting heat shield

I'm rebuilding my ta49 turbo. I noticed that the back side of the turbine wheel was rubbing on the heat shield ( the round piece between the wheel and the housing, not sure what its really called). What causes this? Is there a way I should be checking endplay? Anyone know where i could get a new heat shield?
 
It sounds like the cause of the rubbing could be due to a few factors such as worn bearings, improper installation, or misalignment of the turbine wheel. Checking the endplay is a good idea as excessive endplay can cause the turbine wheel to move closer to the heat shield and cause rubbing.

As for a new heat shield, you may want to try contacting the manufacturer of the turbo or a reputable turbo parts supplier to see if they carry replacement parts. It's also a good idea to inspect the heat shield for any damage or warping before re-installing it.
