Turbo Advertised HP ratings

When the manufacture states that a TA49 is good for 545HP or TA61 for 630HP, is that a flywheel or rear wheel rating?

I think they take the CFM of the turbo, and then based on the engine displacement calculate an approx. hp rating, so that would be at the flywheel.
