Turbo GT3255 Leaking oil

I am just trying to get a idea what people do in this situation? I just recently installed a GT3255A turbo and under boost it leaking oil. It seems like maybe the gasket where the 2 bolts are (yes I've tried tightening them) ? Should I just be looking to replace with a new gasket or can I remove the 2 bolts and add some RTV silicone with the gasket? Any ideas/recommendations would be greatly appreciated.

Determine where the leak actually is first. I use anaerobic sealant on both locations with no gaskets. I don't rec ever using rtv in those areas
