So I took my turbo off to port my waste gate hole and I noticed a couple issues. First I noticed the exhaust is shooting right into the thick flange of the DP, at one point it's more than a 1/4 in. hanging over. In addition of the WG hole needing to opened up can that flange contribute to boost creep? Second the compressor side has a black caked oil on the inlet radius does that mean its time for a rebuild?
 
what turbo and downpipe? The turbo may be getting tired or excessive oil from a K&N type filer leaves a residue

I don't know what down pipe, it was on the car when I bought it but here is a pic.
 
sounds like you have a turbo with a large exhaust wheel (or someone "ported" the output hole to hit the DP flange). Use the carbon on the DP flange as a porting template to remove that restriction. That part won't cause boost creep. If anything, it'll help it by corking up the exhaust flow a little.

Put some grease on the flapper, bolt up the DP and make an imprint on the exhaust housing. That will be your template for porting. Radius the inside of the hole to encourage the exhaust to go through that hole. Leave the flapper side of the hole nice and square.
