turbo not spoolin

any ideas what would cause the turbo not to spool up, took the car out for a ride after sitting though winter, and the turbo is not spoolin up? clueless

Pull off the inlet pipe to the turbo make sure it spins
Make sure. No hoses blew off then Check the waste gateD

it spins free-ly, i have check all hoses but, i'am checking again, thanks for your help!

the wastegate arm it still has pressure, meaning the spring is still good, all the hoses are on.....
