Turbo oil seal o-ring?

Is an o-ring supposed to go in the groove part(Garrett 60 turbo)? If so, can I get one from a hardware store or does some kind of special one go in there? I'm leaking like hell from the exhaust side.

After finally finding a turbo diagram, it appears one doesn't go there. Sure looks like it, though. Rebuild time.
