what operating systems work with turbolink version 2.13?

2.13 is DOS based ... Win2K/XP/NT don't like DOS programs fiddling with the hardware directly (i.e. the parallel port), so even though 2.13 will run and display recorded data, you can't connect to the car.

Windows 95/98/ME all work, since they are basically DOS under the covers.

You can always make a boot floppy that boots to DOS with 2.13 on it and it'll run fine.
